The Government of the Federal Democratic Republic of Ethiopia has initiated the Climate Resilient Green Economy (CRGE) initiative to protect the country from the adverse effects of climate change and to build a green economy that will help realize its ambition of reaching middle income status before 2025. Following the conventional development path would, among other adverse effects, result in a sharp increase in GHG emissions and unsustainable use of natural resources. To avoid such negative effects, the government has developed a strategy to build a green economy.
The 10-YDP portrayed that the share manufacturing sector will reach as high as 17.2% of GDP by 2030. This in turn increases emissions from the sector in the coming years. Hence, different interventions have been proposed to reduce emissions from the sector in the coming years. The Updated Nationally Determined Contribution (UNDC) portrayed that the planned intervention will reduce emissions levels to 22.6 Mt CO2 eq in 2030 in the conditional pathway. This equals to a relative reduction of emissions 13.4 % (-3.5 Mt CO2 eq) compared to BAU emissions. The cement sub-sector is identified as the major process related emission in the manufacturing sector. In the cement sub-sector, fossil fuel substitution with alternative fuels (such RDF) is identified as one of the greenhouse gas abatement strategies for the cement sub-sector.
As part of the ongoing support to the Government of Ethiopia’s climate change initiatives, the European Union has allocated a fund in the form of budget support in support of key sectors of climate change action that are forestay, industry (focusing on cement industry), the national Measuring-Reporting-Verification system, and sectoral Public Management. This support will take the form of a Sectoral Reform Performance Contract supported by Complementary technical assistance running for three years, 2020-2023.
One of the main beneficiaries of budget support and the main responsible body for the achievement of the targets set under the budget support for the manufacturing sector is the is the Ministry of Industry (MoI). Accordingly, the target expected to be achieved from the cement sub-sector is a reduction of the national average GHG emission in tone of CO2e in Ethiopia’s cement manufacturing from 0.667 tCO2e per ton of cement to 0.628 tCO2e.
In relation to this, the MoI has planned key mitigation actions/activities to be implemented over the period of programe duration. Among activities to be undertaken to realize the target are implementing fossil fuel substitutions with biomass energy projects, conducting an energy efficiency audit, and identifying energy saving potentials that leads to the reduction of GHG emissions in manufacturing industries. The activities are being implemented in collaboration with the main partner National Cement Sc alongside with several key stakeholders. The European Union Technical Assistance Project is providing technical assistance support for the programme.

Invitation for Bid No Moi NCB03/2023
Federal Democratic Republic of Ethiopia Ministry of Industry(MOI) invites sealed bids from interested eligible bidders for the Procuring of consultancy Service Ethiopia Tamirt Movement is being coordinated by project office under the Ministry of Industry that has been working in close collaboration with the Private Sector Development Project in Ethiopia (PSD-E), funded by the German Federal Ministry of Economic Cooperation and Development (BMZ) is providing financial and expertise to assist in the Ethiopian Tamirt Movement.
In this context, the Ministry of Industry has developed these individual consultancy service procurement technical specifications proposals for the effective implementation of the project focusing on: -
- Strengthen the Ethiopia Tamirt Movement project, building national awareness creation
- Improve ease of manufacturing business, developing an online tool to asses customer satisfaction and service improvement.
Therefore, MOI now invites all national (local) registered suppliers for consultancy Service bidding to supply those terms indicated in one lots below, for use in 2016 E.C budget year(2023)
Lot 1: Procuring of consultancy Service for Ethiopia Tamirt Movement project.
Interested bidders shall submit the following evidence:
- Registration certificate, trade license, and other necessary Document for consultancy Service as TOR.
- For local bidders, Registered in the Public Procurements & Property Administration Agency web site (www.ppa.gov.et), Tax Clearance Certificate including bidding date from Revenue Administration, Renewed Trade License for the current year [2015E.C. and VAT & TIN Registration Certificates.
- For non-local /foreign/ bidders, registration certificate or trade license issued by the country.
- Those non-local /Foreign/ bidders who want to bid through the local agents, the power of attorney issued by them (the suppliers) must be authenticated by Authentication and Registration of Documents Office of the Federal Democratic Republic of Ethiopia or by the Ministry of Foreign Affairs of the FDRE.
- Bidding should be conducted through the national Competitive Bidding (NCB) procedure and is open to all eligible bidders as specified and defined in the bidding document.
- Bidders shall submit two envelopes “Technical proposal Original & copy and bid security” in two envelope and “Financial propos Original & copy al ”separately in another envelope. One original and one copy for both technical and financial proposals.
- The bid document shall be obtained on web site www.moi. gov.et
- Interested eligible bidders may obtain further information at the office of the MOI procurement office 1st floor room No 122, Addis Ababa, Ethiopia, 4kilo at the back of Abirot liberal Tele. 251 115156506/0912692494/
- The bid must be accompanied by a bid Birr 10,000.00/ten thousand/ in the form of cash or CPO or Bank Guarantee. Insurance bond is not acceptable.
- All eligibility certificate cited in No.1 should be found in the original technical envelope, and are placed in the tender box on or before the final bid submission date.
- Bids must be deposited in the tender box prepared for this purpose on or before 4:00 local time on July 25/2023.
- Bides will be opened on the same date/ July 25 /2023./at 4:30 local time in the presence of bidders and/or their official representatives.
- MOI reserves the right to accept or reject any or all bids.
